请问能在windows系统跑的吗？

pip3 install --user --upgrade noah-vega
vega ./examples/nas/cars/cars.yml
都没有安装成功

但是我在Ubuntu也是不能运行的，请问除了
pip3 install --user --upgrade noah-vega
vega ./examples/nas/cars/cars.yml
还需要前置安装什么吗？

不需要前置安装什么。
你需要退出后，再登录，应该就行了。
