(FWIW, I would prefer this too. Though closely-related stuff might be best kept together, I don't see much of that right now.)

@martinthomson's feelings are well-known, as are (probably) mine.

It's a pity you can't subscribe to a label, rather than just a whole repo. I do agree that as this repo gets more active, it becomes more difficult for casual or selective participation.

@mcmanus any thoughts?

I still think this would be good. Perhaps require it for new proposals as a start?

Imho having a single repo improves the overall coherence of the specs since people will even accidentally stumble upon things they can provide feedback on.
