Allow fan coil distribution

HPXML currently supports distribution systems of type AirDistribution, HydronicDistribution, and Other.

Fan coils have aspects of both air and hydronic distribution. They have hot (or chilled) water running through them, blow air via a fan, and can be ducted. They can also be used to provide mechanical ventilation to the space in addition to space conditioning (similar to CFIS).

I propose that we add a new FanCoilDistribution type that would include most of the child elements across the AirDistribution and HydronicDistribution elements. This new distribution system type could also be referenced from a VentilationFan/AttachedToHVACDistributionSystem for ventilation.

Heating options: hot water, steam, or electric coil
