No empty state is present in the Add group when linking a facility group to a facility.

Current behavior

• After I open the Add modal for linking the facility group to a facility on the facility detail page, while searching for any facility group, if none are present, the empty state is missing.

Expected behavior

• There should be an empty state informing the user that the search text does not have any matching results, meaning no facility group was found.

Steps to reproduce the issue

• Go to the facility detail page for any facility.
• At the bottom, select the Groups segment.
• Click on the Link to groups button, which opens the modal.
• In the modal, search for something in the search bar that is not in the facility group list.
• You will see the issue.
