Horizon EDA Version 1.2.1 "Canopus"

This is the first bugfix release in the 1.2 series

This release addresses issue #453 caused by undefined behaviour resulting in the router crashing if compiled with GCC 9. It's strongly recommended to upgrade from 1.2.0 to 1.2.1 as this undefined behaviour might lead to crashes yet to be discovered.
