Consider publishing a BOM - hiero-depedency-versions #8

Currently, each project needs to have the hiero-depedency-versions platform/BOM project. We could consider publishing that as a separate artifact to Maven Central that is shared by all Java-based Hiero projects.

Similar to how, for example, Spring Boot publishes org.springframework.boot:spring-boot-dependencies.
