Text too big, and assignments list needs to scroll without moving map out of view

When there is a long list of assignments, if we scroll the map scrolls to. The 'view assignments' div should have a scroll bar.

Also, I think the font size on the assignments title can be reduced from h1 to h2 or even h3.

The latter part of this was part of another ticket, and has been closed. Just need to prevent the map from scrolling. I suggest we make just the list of assignments scroll.
