CNB compatibility #120

Are there plans for CNB compatibility for this buildpack? If not, is there a recommended alternative?

Since Heroku's non-CNB builders are now EOL, this buildpack is no longer usable.

Hi! We'll be creating an APT CNB (written using libcnb.rs) in a new repo shortly - the progress for that is currently tracked at:
heroku/buildpacks#8
