Install a Pre transfer Version

There is currently an upstream bug in VS Code preventing downgrades of extension versions: https://github.com/microsoft/vscode/issues/99699#issuecomment-643379024

We have uploaded some of the previous VSIX packages for manual installation on existing release tags in the repository:

• 1.4.0
• 1.3.12

To install the VSIX manually you'll probably want to remove any existing Terraform extensions first. Since the publisher names changed, you can run a 1.x and 2.x version side by side, but this is not recommended.
