EPIC: Live State Proof APIs

Problem

A core scenario for the BN is the ability to support state proofs of live or very recent data for the community.
This has been a desire for the network but was not well positioned on the CN or MN

Solution

Expose a gRPC endpoint for live state proofs

Estimation consideration

1. Expose a gRPC endpoint that calls Merkel Proof API (created by Platform) and return Live State proof data
2. Data conversion, validations
3. Testing
