is it possible to apply this to other games that have stutter? or is it just a point hack for wow? is it possible to create something universal?

VanillaFixes only applies to WoW. Maybe this function would help other (old) games:

it is possible remove 64fps cap in Warcraft 3 1.26a? Can you make support?
