Trader Connect Runtime Error? #11

Problem:

"trader.connect("initiator.cfg", my_password)" keeps throwing the following error - "RuntimeError: Connection Timeout Error".

Question:

Asking for a suggestion on how to handle this here... Could it be because I haven't run setup.py? IS it due to the config file issue? Is it something else?
