描述一下此特性

在 #6488 中已经完全重构了登录、注册页面，改为由后端提供，而不是 Console，这可以解决一些在前端难以处理的重定向问题。所以期望同时重构初始化表单页面，改为由后端提供页面并初始化预设数据，否则在首次安装的时候，会先跳转到 /console/setup，初始化之后再跳转到新的 /login 页面，这会造成一些体验上的差异。
