Server usage policy

I'll get around to writing a draft for this soon. TL;DR it should reference the CoC (if/when it's adopted), CWRU acceptable network usage policy, and allow us to turn down or terminate any service that does not align with Hacker Society's mission (but not restricting to only services that do).
