Can't open a tmx map into utiLITI

Hi!
I'm currently having issues while trying to open a tmx map with the utiLITI.
First of all, I don't entirely understand the utility of utiLITI. Could you please explain it me?
And secondly, does the tmx needs to be in a special format? Does the project created with utiLITI needs to be created in the folder containing the tmx map?
I just looked at the console. When I try importing a tmx map after creating a project, it brings up: "SEVERE WARNING could not load map from file Workspace\Project Test\resources\maps\map_test.tmx". Why would that be?
P.S.: the consol also says "SEVERE unsupported file format 13-alpha-win".

I've found what the problem is.
utiLITI can only open tmx maps created with Tiled version 1.1.5.
