Ideas for config parser improvement

It would be nice to allow the definition of special days without specifying the year. For example:
01-01 0:00 "New year"
would set that day as a holiday for all years, so you don't have to repeat it for each year.

Also, it would be convenient to be able to specify the dates using another format, for example January 1.
