we should not auto-publish
we should only share when the user wants to
but how / where should we publish or include?

As of version 2.1.0-RC-1, I see the PGP key included in every zip file.
So is seems this issue has already been resolved as suggested. A link to the commit would be handy.
But I would also recommend some documentation advising users to create their own master public key, and use it to sign any proofmode keys that they want people to trust.
Or even better, set up a recommended approach for using Keybase or some more convenient and robust approach than the rather clumsy, brittle web of trust.
