Custom Fields Groups - "Create and add another" button doesn't work

Problem
I noticed that Create and add another button doesn't work (create a new form) during capturing a minimum required operation.

To Reproduce
From a new Custom Fields Groups view, click Create and add another button.

Expectation
Clicking Create and add another button should show a next new form.
