Add animated emoji or animation effect in form submission page

While showing a new question stream, we can show a animated picture (e.g. a emoji face typing). We can add more effects like this in other parts also like when submitter is typing the answer.

• Add animation while the question is fetching
• Add animation while user is typing answer
