Add a section on https://ecocode.io to present rules of the repository.

What should be done in this repository?

We need to create a tool to export the rules generated during compilation of the ecocode-rules-specifications module. Specifically, the tool will take the jar containing all the rules, decompress it and read its contents.

We'll then need to create a GitHub action to launch the build of the rules module, launch this tool and upload the generated file(s) to a dedicated branch of the repository. Updated files can then be requested by the site to populate the interface.

Some additional ideas

Filterable list. where in the list you only see the title and a short description, or a small logo with the associated technology.
And that this list can be filtered (by technology, by wording, etc.)
And when clicked, the content is displayed, i.e. the html page generated and formatted.
