Running psd p while psd is starting could result in two ungraceful recovery process to happen at the same time #353

While the psd user service is still starting (and actually fixing a previous ungraceful state), running psd p causes the same recovery program to run simultaneously. This should be an undesirable behavior, and probably could be avoided with a lock.
