PR with upgrade using v1.0.18 don't trigger PR checks

I set my build workflow to be triggered when gradle/** has been changed. When I manually create a PR with a commit, which changes gradle wrapper, build action is triggered.

I observe, that this action doesn't trigger workflow checks even specified.
I expect, that all respective checks will be triggered
