AIP-213: disallow cross-API dependencies

We need rules enforcing AIP-213 guidance on the use of cross-API dependencies, specifically that they are prohibited.

Something along the lines of a rule that looks for import statements with a version in the path e.g. v1, and checks that path against the proto package being linted then warns if they don't match.
