Consider the following example:

{
    'a': 1,
    'b': [
        1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1,
        1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1, 1,
        1, 1, 1, 1, 1, 1, 1, 1
    ],
}

Running python -m yapf --no-local-style gives

{
    'a':
    1,
    'b': [

We can see that the value for 'a' is sent to the next line, which is undesired.
