Super short description of the Font Family:
An interesting Simplified Chinese display typeface, created by a famous Chinese Bilibili video creator oooooohmygosh from @atelier-anchor.

Requirements:

I understand that Google Fonts will publish only fonts that matches its requirements, and I can confirm the project meets them (by ticking the cases, or putting x between the square brackets in text mode):

• The entire font project is licensed under the OFL
• There is no "Reserved Font Name" mention in the OFL license
• Family name is unique according to namecheck.fontdata.com
• The font supports at least GF Latin Core glyphset
• The repository respect the upstream repo structure
• The source files are available in the repository
• I read, agree and comply with the full contributing requirements
• I am the author of the font or the author agreed to this submission
• I will maintain the repository

Hi there. The OFL license file in the repository states with Reserved Font Name <Smiley> and <得意黑>.. Our preference is no RFN, per the submission guidelines. @pkj-l Please advise.

In atelier-anchor/smiley-sans#105 (comment), the developer said:

如果使用者或开发者需对字体进行子集化使用或出于任何原因有意保留得意黑的 RFN，可以联系我们沟通取得相应授权。

(Users or developers who wish to subset the font or who wish to retain the RFN of Smiley Sans for any reason may contact us to obtain the appropriate license.)

So you may contact Atelier Anchor.

I'll reach out to Atelier Anchor re: the RFN permission that we will need to distribute this family in Google Fonts.

Emailed the Atelier Anchor contact email address today with the request for RFN use permission. We will require written permission using the language that we document in our RFN guidance docs.
