Empty Bindings for 4.0 #147

These bindings appear to be empty. The same is true of v5.0. Also, there are many newer versions of llvm/clang as best I can tell (up to 7.0) and those aren't even repos on github. I also can't seem to replicate getting "bootstrap" and "gen" commands from the other repos to work at all.

@mhelsley It seems that #146 throws a status 500 error right now for me. So I write a comment in this issue first: I guess sbinet has the same problem as I have: Time. When I have time to do some home-OSS work it is usually related to reviewing PRs or fixing bugs. At work (@symflower) we are still happy campers with the 3.8 bindings and upgrading the parser did not come up yet so I cannot put this in as a work item. However, I am happy to help you fix our development environment and do a PR.
