Devnet configs organization

IMO we should not commit here transient configs for devnets. Having there in https://github.com/gnosischain/consensus-deployment-ansible should be enough since those are not meant to be used by the general public

This configs repo should house long term networks, including mainnet. However the cannonical mainnet config should be housed in the gnosischain/specs due to how sensitive it is.
