Developer tools missing horizontal scrollbar

With this theme enabled, when I use the inspector in the Firefox developer tools (right click on the page and click 'inspect element') there is no horizontal scrollbar visible, which makes these tools much harder to use in my current configuration (developer tools pinned to the right).

I am using Firefox 46.0. When using the default theme, the scrollbar appears as expected.
