Provide a way to stop accepting new requests and allow the existing ones to finish, to avoid any requests failing when the server stops.

We'll also need to consider websockets in future, though just regular request/response draining is good enough to start.

It may be that this is a Mist feature rather than a Wisp feature? @rawhat

I suspect this will need to be in Glisten/Mist. I'll make some issues for those!
