Feature Request: Add a webhook from Jira when a user opened a new ticket

Problem

Currently we have only github issues as inputs. We need to expand.

Current Solution

Uses have to export and import tickets from Jira to GitHub issues, so it unlikely happens.

Proposed Solution

The most widely used ticket management platform is Jira. We need to expand inputs platform to Jira as well.
