Please consider publishing the extension at https://open-vsx.org/. While VSCode is open source, Microsofts extension marketplace is not. Open-VSX recreates the marketplace under an open source license. There are forks of VSCode out there that have Open-VSX enabled by default, for example VSCodium.

Thanks for raising this @apapsch . We considered this sometime back, but it seems that publishing to open-vsx requires an eclipse login, which in turn has to be a human. We use gaugebot to automate all the release publishing, and that doesn't seem to fit well here.
As I see it - one of the maintainers (ex me) need to sign up to open-vsx and generate a token that can then be used in the release pipelines. We've stayed away from this pattern so far.
Alternatively, we publish the vsix as part of the github releases, so offline installation is possible.
