Can we reduce/remove the need to stay online?

There are two reasons why a user has to stay/come online regularly:

Rollover

Right now we have the requirement that a user has to come online every 24h at least to extend their position.

Punishment

While this is enough to extend a position, it is not safe to only come online once every 24h because of the need of blockchain monitoring:
If offline, a malicious counterparty could publish an old channel state and deceive the user for his money.

Our current online requirement is rather 12 blocks, i.e. the time a user has to publish a punish transaction.
