Add run_started_at to query comment

run_started_at should be added to the get_query_comment macro so that this can be extracted from snowflake.account_usage.query_history rather than waiting for downstream models in dbt-snowflake-metadata to update. This will be useful for low latency reporting to track performance of queries invoked from dbt.
