We could make trace ID merge behavior configurable on a per-group basis

Right now, settings like requirementType and distanceThreshold are global, applying uniformly to all groups, but this isn't necessary and we could permit per-group configuration. It would amount to making this config section a list-of-object, rather than a list-of-list combined with a few key-value pairs. This would then be like the signal analysis config.
