Multilingual dropdown Format name empty in 19139 and 19115 #8299

Describe the bug
Dropdown for setting Format name in Distribution tab is empty when creating record with multiple lang.

To Reproduce
Steps to reproduce the behavior:

Create a 19139 or 19115-3 record
Add an other locale to it and save.
In full view go to Distribution tab
See empty dropdown under format name.

Expected behavior
A dropdown which fill all i18n inputs.
