On the initial page load and whenever the user hits Start Over, an msCalculateScale Invalid image extent error is thrown for all layers that are on by default. Oddly this doesn't happen if you just refresh the browser (except if the admin changes the default location format to bbox - then the error is thrown for any layer in the map with a legend). You can also see that the legend png fails to load in the browser network tools (and the scale shows as 0 in the GetLegendGraphic request).
I don't see much actual impact to the user (it looks like the legend does load), but it can be a bit annoying to the admin as it clogs up the Apache logs.
