genesis sets BOSH_CA_CERT envvar to empty string on protobosh deploys, causing failed deployments #448

The newest BOSH CLI seems to check for environment variable existence - not just non-emptiness. This causes the CLI to err with invalid argument for flag --ca-cert' (expected opts.CACertArg): Expected CA cert to be non-empty` on protobosh deployments, because genesis will set the environment variable to the empty string.

setting the GENESIS_HONOR_ENV envvar acts as a workaround
