I believe that would have to be supported server-side first.
There are some "lightweight DTLS proxy", but DTLS implies handshake.
But no asymmetric crypto is actually needed (Graylog2/graylog2-server#8218)

Rsyslog has DTLS output implemented, it would be nice to use Graylog to collect it directly.
