From a remark by @alex-konovalov on Slack:

Should it be clear that these "submit" and "accept" procedures are for the purpose of the redistribution with GAP, not for the formal refereeing which is another procedure?

Indeed we should clarify this. And perhaps also discuss the package status field, suggesting the deposited value (and others) resp. linking to a reference
