reflex 'relocate' not working - model crashes on edge of road network

I have a road network which has unconnected roads at it's edges. Looking at the Drive_Random model I copied over the reflex 'relocate'

reflex relocate when: next_road = nil {
		do unregister;
		location <- one_of(intersection).location;
			}
reflex commute {
		do drive_random graph: road_network;
	}

However when I run the model it crashes and I get a message that a car cannot continue to 'commute' as the road it is on does not have an outbound road. Surely this is exactly the situation when the relocate reflex should operate?

I have located both the reflexes above within the car species code:

Any tips as to why this isn't working here?
