So, It could be great if one or some or kind of these things can be developed :
Allow drag and drop from the computer to the history panel
Allow drag and drop from the computer to the tool form
Galaxy could then (or not, for a kind of on the fly analysis, non re-runnable job) add it to the current history
Allow copy/paste data to the tool form (text area) and Galaxy add its content to a file (or not?) in to current history
Having an upload icon associated with each tool input (again, creating a history item and selecting it for you)? This could take advantage of the fact that each tool's input parameter specifies the expected input file formats, so that might be mapped to known file extensions for a file picker? (from @peterjc idea)
Like @peterjc has pointed I really don't know how it could be straightforward or a nightmare to implement.
As these are requests from my own users, I would be glad to help!
And fell free to make any change in this issue in order to make it clearer...

Agree that this would be awesome. I referenced some of this in an issue I just created for a team priority of creating an advanced selection pop-up mode for data parameters in the tool form. #4707
I would like to submit some ideas that could help users (these ideas are based on comments from the users of our Galaxy server).
