Consider dropping php-5.x and php-7.0 versions #11

As title, it seems that the php-5.x and php-7.0 versions have been inactive for about whiles.

I think it's time to consider dropping them and let this package require php-7.1 version at least.

And it can keep this package being latest stable version.

Once this issue is accepted, I can work on this.
