RTL is loading LTR layout in Bible Translation

Recreation steps

Your Profile
Select the App language as Farsi and save
Go to the project page and create a Bible Translation
Select Target Language as Persian (Farsi)
Click the created project
It loads the LTR layout in the editor pane
