Optimal resource allocation in Freenet

A Freenet peer consumes bandwidth, CPU, memory, and disk space, both on behalf of the Freenet user and the user's delegates, and on behalf of other peers in the network. It's essential that Freenet's resource consumption doesn't disrupt the user's other activities to encourage users to leave it running so that it contributes to the network.
