Disabled form inputs are enabled after creating erroneous defect #4

Login to Janeway
Click the Create Defect button
Click the Save Changes button
You'll get an error (you didn't input a title), click OK

Expected behavior:
Status and comment inputs remain disabled

Actual behavior;
Status and comment inputs are enabled anyway

One student said this input-enabling confused him and made it seem like the Defect went through successfully.
