Ionosphere communicator and IO

Until I disabled the second coupling flag (now in dev) the ionosphere results written to bulk and the ones written to+read from restart were inconsistent in threaded cases. I suspect that it wasn't the same task writing to bulk and to restart, and the ionosphere solver results seem not to be consistent across tasks. Now we have expected and consistent behaviour across a restart but some investigation is warranted.
