Fix bootc image index platform usage

The bootc image index uses the manifests[*].platform.os to hold the disk format. Update the workflow to include the actual os ("linux") and update fetch-artifact.sh accordingly. We can still make the script a two-liner by filtering for the proper mediaType via some (fairly sophisticated) jq filters
