Build deployment images and upload to Quay

To provision a device from a bootc image, users need to convert the bootc image to a disk image appropriate for the target platform.

After building the bootc image, also build qcow2, vmdk, and ISO images, sign, and upload them to the OCI container registry, ideally using a common multi-image manifest.
