Report generation has a problematic UI

I spent 30 seconds puzzling over how to generate a report. Faced with this interface

, the path was clear at first. I specified a state, chose counties, picked a couple of counties, and then, a bit confused, tried to click on the Export button. (The fact that it was grayed-out seemed like a sign it was not the right thing to click.) Nothing happened. I tried again. Nothing. I tried the blue pulldown next to it, but that did not help.

Finally I scrolled down some, which revealed this

at which point all became clear.

The top of that button is 868 pixels from the top of the page (using Chrome 63 on macOS), which is rather farther down the page than we can reasonable expect to appear above the fold for most anybody.

We need a UI or UX change to make this user flow less confusing.
