Vote key required to start FD but arguably is not necessary

Agave doesn't require a private key file to start the validator, so many (no data on how many) simply use the pubkey.

This is especially useful for keyless operation (still depends on #1032 as well though).

Please make changes to allow FD to be started by simply using a vote pubkey.
